Toby is a great little guy.  He was terrified in the shelter and we had to get him out.  He needs to gain some confidence.  He's doing great so far in his foster home and loves to play with the dogs and cats here and is learning to trust more every day. Toby is nervous when he first meets people and can get overwhelmed so he needs someone to go slow with him and give him time to trust.   He also needs an experienced little dog person as he can sometimes give an attitude when you're trying to get him to do something he doesn't want to.  He can be protective of his person so he will need someone who will understand that.
